- PIPEDA (Personal Information Protection and Electronic Documents Act): The federal privacy statute governing the collection, use, and disclosure of personal information by private-sector organizations. Most universities fall under PIPEDA for activities outside their core provincial mandates. PIPEDA's accountability principle (Schedule 1, Principle 1) places responsibility for personal information on the organization that collects it — including data processed by third-party AI vendors. The Office of the Privacy Commissioner of Canada (OPC) has published specific guidance on AI and automated decision-making systems, emphasizing that meaningful consent and transparency obligations apply when AI materially affects individuals.
- Loi 25 (Quebec Law 25, in force since September 2023): Quebec's Bill 64 significantly modernized provincial privacy law. Why Bias Is Statistically Unavoidable

The NIST AI Risk Management Framework, while a U.S. document, provides the most operationally detailed publicly available vocabulary for categorizing and managing these risks. Canadian institutions have adopted it in the absence of a domestic equivalent, and it is referenced in OPC guidance on AI.

Two observations stand out from the matrix. First, measurement bias and feedback bias are simultaneously the highest-severity risks and the hardest to detect. The tool systematically penalized resumes associated with female applicants — downgrading graduates of all-women's colleges and flagging resumes that included the word "women's." The mechanism was historical bias: a decade of predominantly male hiring outcomes taught the model that male-associated vocabulary patterns were predictive of selection. Amazon discontinued the tool when the bias was discovered.
